... 1. All
persons
shall be
equal
before the
courts
and
tribunals

determination
of any
criminal charge
against him, or of his
rights
and
obligations
in a
suit

law

shall be entitled to a
fair

public hearing
by a
competent

impartial
tribunal
established
by
law

implementation
of the present
Covenant
shall apply without
prejudice
to the
procedures
prescribed in the
field
of
human rights
by or under the constituent
instruments
and the
conventions
of the
United Nations
and of the specialized
agencies
and shall not
prevent

States Parties

Covenant
from having
recourse
to other
procedures
for settling a
dispute
in
accordance
with
general
or
special
international agreements
in
force
