1. The
international carriage by
ships or
aircraft of such limited
amounts of
drugs as may be needed during their
journey or voyage for
first-aid purposes or
emergency cases shall not be considered to be
import,
export or passage through a
country within the meaning of this
Convention.
2. Appropriate
safeguards shall be taken by the
country of
registry to
prevent the improper use of the
drugs referred to in paragraph 1 or their
diversion for
illicit purposes. The
Commission, in
consultation with the appropriate
international organizations, shall recommend such
safeguards.

case of
emergency shall not be considered a
violation of the
requirements of
article 30, paragraph 2 (b).
