... To make every effort to settle exclusively by peaceful means
any dispute between them, the continuance of which is likely
to endanger the maintenance of international peace and
security in Europe, and to seek, first of all, a solution
through the peaceful means set forth in Article 33 of the
United Nations Charter.
To refrain from any action which could hinder the peaceful
settlement of disputes between the participating States.
