... An assisting party may offer assistance without costs to the requesting Slate. When considering whether to offer assistance on such a basis, the assisting party shall take into account:
  1. the nature of the nuclear accident or radiological emergency;
  2. the place of origin of the nuclear accident or radiological emergency;
  3. the needs of developing countries;
  4. the particular needs of countries without nuclear facilities; and
  5. any other relevant factors.
