justifiable; it is reflected in
discriminatory
provisions
in
legislation
or
regulations
and
discriminatory
practices as well as in anti-

beliefs
and
acts
; it hinders the
development
of its
victims

co-operation

political
tensions between peoples; it is
contrary
to the
fundamental principles
